useast unable to connect?

[:1]Hi everyone, I tried a different thread else where but I was just wondering if anyone here could help me out,

My friend installed d2 and then the d2 expansion and got cd keys for them and when he chooses the realm useast which that's where I'm on, he gets a message unable to connect? is this temporary or does he might have to reinstall d2? I've experienced this message before but usually it takes around 10 minutes or so, and 1 hour passed and still cannot gain access, when I try to sign in on useast I can perfectly but he cant, so if anyone can help I'd appreciate it thanks.|||wrong place for this.
